What’s different about building in Greater Victoria

Each municipality runs its own permit office and writes its own suite and tree rules, so a simple project in one can need extra permits next door. Victoria caps garden suites at 37 m² and one storey and won’t allow one beside a secondary suite. Saanich allows them up to 93 m² and lets you have both.

Rock is a common obstacle. Victoria requires a permit before any construction blasting, and Oak Bay’s permit also covers most rock breaking over 10 m³, hoe-ramming included.

Native trees get extra protection. Saanich, Colwood and Oak Bay protect Garry oak and arbutus from about 4 cm in diameter. Victoria protects them once they pass 50 cm in height.

New-home energy rules differ. Saanich, Victoria, Colwood and Central Saanich already require Zero Carbon Step Code level 4, and Langford moves to it on December 1, 2026. On the coast, Saanich cites a Capital Regional District projection of 0.5 m of sea level rise by 2050 and 1 m by 2100.
