What’s different about building on Vancouver Island

Each community here has its own ground problem. Abandoned coal workings lie under about 13 km² of Nanaimo. In Duncan, the whole low-density residential area east of the Trans-Canada Highway is floodplain. Campbell River plans evacuation zones for upstream dam failure, and Courtenay’s flood planning covers three rivers and the areas the tide reaches.

Wildfire planning shows up in permits. Campbell River requires a wildfire hazard assessment for new development in its interface permit area. In Port Alberni, the 2025 Mount Underwood wildfire kept a joint regional and city emergency centre open into November 2025, and the regional evacuation plan places several city zones inside the tsunami inundation zone.

Outside the cities, a regional district usually issues permits. Rural Cowichan Valley lots and Mill Bay go to the Cowichan Valley Regional District, not to a municipal hall. Housing rules also vary: Courtenay put almost every house lot in one zone allowing up to 4 units, while Campbell River pays a grant for each new secondary suite.
