Permits and rules in each Langley

Each Langley handles its own permits, so find out which one your address falls under before you apply.

Township of Langley

The Township takes permit applications online, with separate streams for additions and alterations, basement finishes, secondary suites and a second dwelling under 90 m² on ALR land. Several streams need a separate septic form. Every secondary suite needs a building permit, and from 2025 properties with suites pay an annual infrastructure fee.

Small-scale housing rules took effect on November 18, 2024: 3 units on lots up to 280 m² and 4 on lots from 280 m² to one acre. Only lots inside the Urban Containment Boundary, on municipal water and sewer, not heritage-designated and outside a transit-oriented area qualify. A lot that does not qualify may still get a house plus a suite or an accessory dwelling, depending on zoning.

  • Tree permit for private trees of 20 cm diameter or more (Bylaw No. 5478)
  • Removal limited to dead, dying, diseased, failing or badly placed trees
  • ALR land, tree farms, pruning and hedges under 10 m are exempt

City of Langley

The City has application packages for new houses, additions and alterations, secondary suites, accessory buildings, turning a carport or garage into living space, decks and demolition. Building Permits and Licensing is at 604.514.2804.

A new Zoning Bylaw, No. 3300, replaced a 30-year-old bylaw on March 9, 2026. As of October 2026, check with the City how many units it allows on your lot. The City also has a Floodplain Elevation Bylaw, No. 2768. Its heritage sites include Michaud House (1888) and the Wark/Dumais House.

  • Tree permit for Protected Trees under Bylaw No. 3321
  • Significant Trees start at 75 cm in diameter
  • Trees in Environmentally Sensitive Areas are protected

The City of Langley needs a tree permit for significant trees from 75 cm in diameter, while the Township needs one from 20 cm.

Rural land and the Fraser

Much of the Township is rural. Many properties are on septic, in the Agricultural Land Reserve or outside the Urban Containment Boundary, and none of those qualify for small-scale multi-unit housing. If your lot is on septic, expect a separate septic form with several permit types.

During high Fraser River flows, the Township has issued evacuation alerts for the undiked floodplain in Glen Valley and Northwest Langley. Ask the Township about flood rules before you build there.

Langley: common questions

Only if it qualifies: inside the Urban Containment Boundary, on municipal water and sewer, not heritage-designated and outside a transit-oriented area. Lots from 280 m² to one acre can then have 4 units.

In the Township, for private trees of 20 cm or more. In the City, for Protected Trees, which include significant trees from 75 cm and trees in Environmentally Sensitive Areas.
