Langford’s newer housing
In the 2021 Census, 64.6% of Langford’s occupied homes were built between 2001 and 2021, and only 4.0% date from 1960 or before. The population rose from 35,342 in 2016 to 46,584 in 2021, the fastest growth of any place in this guide.
The mix is broad: 35.1% single-detached houses, 34.6% semi-detached, row houses and duplexes, 26.5% apartments and 3.8% movable dwellings. If you bought a newer house and want to add a suite, the zoning, sewer and owner-occupancy rules below decide whether you can.
- 64.6% built 2001 to 2021
- 35.1% single-detached houses
- Population up 31.8% from 2016 to 2021
Langford rules for suites and new homes
A secondary suite needs a lot zoned for a single-family dwelling with a suite, the minimum lot size, a municipal sewer connection and an owner living on site. You get one suite per house and one off-street parking space for it. You also register a covenant at Land Titles so the suite cannot be strata-titled into a duplex. The Building Code adds minimums: a 30-minute fire separation unless the house is sprinklered, 34-inch stairs and corridors, and a 6 ft 7 in ceiling.
Garden and carriage suites need a Form and Character Development Permit before the building permit, and they are not allowed in the City Centre. Langford allows one suite per lot, so an existing secondary suite must be decommissioned. The design must follow the Appendix U guidelines and look secondary to the house.
Under the small-scale housing rules, eligible lots on water and sewer can have up to 3 units under 280 m² and up to 4 from 281 to 4,050 m², or up to 6 where Schedule AA shades the lot. Lots over one acre get no change beyond a suite or accessory dwelling.
New houses have needed Energy Step 3 since May 1, 2023. On June 1, 2026 Langford adopted a zero-carbon schedule: EL-2 from July 1, 2026 and the all-electric EL-4 from December 1, 2026. Projects with a development permit issued before June 1, 2026 may be exempt. A new council sits from November 2, 2026, so as of October 2026, check the current rules with the City.
- Tree Protection Bylaw No. 2269 requires a Tree Permit to remove a protected tree.
- The City usually asks for a report from a certified arborist.
- Near lakes, streams or sensitive ecosystems, it may also ask for a biologist’s report.
- Protected trees you remove must be replaced.

Hillsides, fire edges and fill
Langford maps four hazard development permit areas: the 200-year floodplain, steep slopes, interface fire hazard and areas of drainage concern. It also has three environmental ones: riparian areas, sensitive ecosystems, and habitat and biodiversity. If your lot falls in any of them, you need a development permit before you build or remove trees or other vegetation.
The City mapped its interface fire areas from provincial forest cover and topographic data. Moving soil or fill falls under a separate Soil Deposit and Removal Permit Bylaw 1800, which matters if your project means regrading a sloped lot.
