Port Moody’s housing
Port Moody’s population held steady from 2016 to 2021, at 33,535. Its 13,110 occupied homes split three ways: 30.1% single-detached, 31.0% semi-detached, row houses or duplexes, and 39.0% apartments. 37.9% were built from 2001 to 2021.
Suites have been allowed in all single-detached zones since 2004 and in the duplex zone since 2018. If you want a coach house or laneway house, you don’t need lane access, as long as the lot meets the RS1 small-scale housing zoning.

Port Moody rules for energy, heritage and units
Single- and two-family homes have needed Step 4 plus EL-4 for permits from January 1, 2025. From January 1, 2027, the requirement rises to Step 5 plus EL-4. The City’s rebates page lists only provincial, utility and federal programs.
Council approved small-scale housing zoning in June 2024 and adopted A Guide to SSMUH on July 22, 2025. Lots under 280 m² allow 3 units, lots from 280 to 4,050 m² allow 4, and lots within 400 m of frequent bus stops allow 6. Transit-oriented areas are exempt.
The community plan sets two heritage conservation areas, Moody Centre and Ioco Townsite, each with its own guidelines. Being in one does not exempt a lot from the small-scale housing rules. Only properties under a Heritage Revitalization Agreement or a designation bylaw are exempt.
- Tree permit for private trees of 30 cm or more, measured at 4.5 ft (bylaw adopted March 2026)
- Replacement planting required in nearly all cases
- Refundable security: half back after planting, half after two years

Slopes, forest and creeks
The Port Moody 2050 community plan, adopted April 28, 2026, maps development permit areas for hazardous lands and steep slopes. The City says the surrounding forests and parks bring a wildfire risk, and it promotes FireSmart. Heavy rain can cause local or flash flooding, so residents are told to watch creeks and the inlet.
The small-scale housing rules do not lift any of this. The City says its guidelines for environmentally sensitive areas and hazardous lands still apply, so a hillside lot may need a development permit before a building permit.
